Stephen B. Martin is a founding and life member of the Lake Monticello Water Rescue Team with 20 years of experience in public safety diving and swift-water rescue.  He currently serves as Captain of Lake Monticello Water Rescue, is a Life Member of the Lake Monticello Rescue Squad, a former Chief of the Lake Monticello Fire Department, and past President of Lake Monticello Volunteer Fire Department and Rescue Squad, Inc.   

Steve is co-founder and Director of Training of Piedmont Water Response, a PADI Master SCUBA Diver Trainer, an SDI Instructor, and an ERDi Public Safety Diving Instructor with 15 years of experience in teaching public safety dive teams in Central Virginia.
